“Do I even need a boating license?” – that’s the first question almost everyone asks. The good news: in Germany you can operate many motorboats without any license at all. The catch: there are exceptions, special rules, and limits that are reached faster than you’d think. Here’s exactly what’s allowed – and when you need the German Sportbootführerschein (SBF).
The Basic Rule: License-Free Up to 15 HP
Germany has long applied the so-called 15-HP rule: you may operate motorboats with a power output up to and including 15 HP (11.03 kW) without an official recreational boating license – on both inland and coastal (sea) waterways.
This covers the vast majority of German waters. Only above 15 HP does the Sportbootführerschein become mandatory.
Minimum Age
License-free does not mean rule-free: anyone operating a motorboat up to 15 HP must be at least 16 years old. For license-required boats (over 15 HP), a minimum age of 16 generally applies to both the SBF Binnen (inland) and SBF See (coastal).
The Most Important Exceptions
The 15-HP rule sounds simple, but it has special cases that quickly become relevant in practice.
Lake Constance and the Rhine
Two waters have their own, stricter limits:
- Lake Constance (Bodensee): the license-free limit is lower here. For motorized boats the Bodensee-Schifferpatent is required from a much lower output – the license-free threshold is around 6 HP (4.4 kW).
- Rhine: the Rhine has its own rules depending on the section; the license-free threshold is also lower than the nationwide 15 HP.
If you plan to be on Lake Constance or the Rhine, look up the local patents and limits in advance.
Sailboats
The 15-HP rule refers to engine power. Separate rules apply to sailboats depending on the water: on some inland waters a SBF Binnen under sail is required for larger sailboats. And as soon as a sailboat also has an engine over 15 HP, the license requirement applies to the engine anyway.
Regional Special Zones
Individual stretches have their own rules. A well-known example is the Spree-Oder waterway in Berlin between Kanzleramtssteg and Oberbaumbrücke: there, operating a recreational boat requires a license regardless of engine power. You’ll find such local rules in the respective navigation regulations.
The Charter Certificate: Exception for Rental Boats
There’s another way to operate a more powerful boat without a Sportbootführerschein: the charter certificate (Charterbescheinigung).
On certain designated inland waters – such as the Mecklenburg Lake District – a charter certificate lets you operate a rented boat above the power limit. The rental company briefs you on the boat and the rules on site and issues the certificate.
Important: the charter certificate is not a substitute for the SBF. It’s only valid for the rented boat, only for the designated water, and only for the rental period. It is not valid abroad.
When Do You Need the Sportbootführerschein?
At the latest, there’s no way around the SBF in these cases:
- Engine power over 15 HP – on inland or coastal waters.
- Boating on the sea / abroad – most charter companies in the Mediterranean (e.g. Croatia) require the SBF See, often plus the SRC radio certificate.
- Larger sailboats on certain inland waters – here the SBF Binnen under sail may be required.
- Special navigation zones where the license requirement applies regardless of horsepower.
In practice, the 15-HP limit is reached faster than many expect: even an average motorboat or a slightly stronger inflatable with an outboard exceeds it.
SBF Binnen or SBF See?
If you need the license, the choice depends on your waters:
- SBF Binnen – for rivers, canals and lakes inland.
- SBF See – for coastal waters and the sea.
